[These guidelines enable Climatestrike Switzerland to take legitimate national decisions even though we have no national meetings at the moment. They will be valid until the implementation of the MandateMeetings, but only after they have been accepted through following this process.]

Introduction

This document provides instructions and rules for national decisions to be legitimate.  National decisions that come to happen without following these are illegitimate. Due to the current situation, these decisions are to be taken over digital calls.

If your group wants to have a national decision (national decisions referring to decisions that would normally have to be taken during a National Meeting), please be aware that this process takes some time. Even though it might be faster than the decision process before and at a National Meeting, it won’t be possible to have a decision in less than a week. Only national WGs, supraregional entities and regions may submit a proposal.

Make sure to be prepared: If your proposal could be controversial or include topics that might require a feedback process, please make sure to organize one. You can organize the feedback process the way you think is best for your proposal. It is not mandatory to have a feedback process beforehand either.

Guideline for the Proposal

  • The proposal should be adapted in suggestion mode to include the received feedbacks as best as possible until four hours before the call in the proposal document.

Guideline for the National Call

  • The call has to take place on a Sunday between 16:00 and 18:00 (CET)
    • Date and time can be changed following an agreement with the TG National Decision Calls
    • There can only be one call a week
    • The process has to be followed timewise
  • Announce it 5 days before in french, german and italian (in both infochannels + CS Priority Chat + Open Climatestrike Chat … if you don’t have access to some of those please text Theo)
    • Has to be in the national calendar as well (contact Raphael if you have no access)
  • The call has to follow this procedure: ⅔ majority/consensus Important: Do not fill out the template, copy it first and use that
    • Start with an introduction round
    • After 20 minutes… new people can still join but not vote or take part in the discussion
    • The voting system is the same as the one used during the last national meetings (5th and 6th). This means consensus for identitary/structural decisions VS 2/3 majority on strategic decisions.
    • Vote is made by the people raising their hands virtually in the Zoom calls
    • One can speak in english, french , german and italian, because there will be live english, french and german minutes instead of spoken translation, Italian will be translated verbally
    • The call has to take place on a video conference platform (provided by the TG)
  • It is possible to write feedback (amendments / concerns) at the end of the proposal document before the call. This feedback has to be taken into account during the call where it’s possible to make relatively small adaptations to the proposal before taking the decision.
  • Excluding initiators, there need to be at least 20 people from at least 5 different regions from at least 2 different language regions.

The TG National Decision Calls has to be contacted before any proposal is announced.

It is an open group which every person can join, the only condition being that one has to be actively working in it.

The tasks of the TG National Decisions Calls include:

  • Monitoring the process
    • Check if the proposal template is filled out correctly
  • Providing the Agenda
  • Providing a moderation for the call
  • Organizing written “live” translation
  • Providing access to a video conference platform
  • Recording the calls
    • Only minutes writer have access to the video
      • It will not be shared with other people
    • It will only be looked at if sb complains about the minutes
